When there is nothing to check-in the the call to workspace.CheckIn() cause failure in the build
 
7/15 - MSN - Created a test project and successfully reproduced the error.
 
7/15 - MSN - Pending Change list was not being validated.  Code added to validate and bypass the checkin if there are no changes in the list.
 
7/15 - MSN - Version 1.5.0.0 released which includes the fix to this issue.
