Failing adding Custom Activity to Toolbox

I am following path of "Edit Your Own Build Template (Slightly Harder but More Instructive)". I get the following error when trying to add custom assembly into VS toolbox:
I see no requirement for installing TFS on the machine where I am editing build template XAML. Is it "must" or there is a way to do it without installing TFS?

I found the reason. It is happening because the custom activity assembly was compiled in VS2010 (or VS2012) with strict version binding for all references to Microsoft.TeamFoundation. assemblies. I am using VS2013 and I had to download sources, remove "Specific Version" = True from all references to Microsoft.TeamFoundation. and rebuild in order to resolve the issue.
